‘Disaster management authority will be transferred to the provinces’: Home Minister Lekhak

Karnali. Home Minister Ramesh Lekhak has said that the authority for disaster risk reduction and management has been transferred to the provincial government.

At the ‘Provincial Emergency Warehouse Handover’ program organized by the government in Birendranagar, Surkhet today, he said that the policy, directives and ownership of the Disaster Risk Reduction and Management Authority have been transferred.

He said that now there is no need to ask the center in case of a disaster and the provincial government will manage it itself.

He said, ‘The government has arranged emergency warehouses in all seven provinces, keeping disaster risk reduction as a high priority. Since the government closest to the people is at the local level, arrangements have been made to construct emergency warehouses there too. We agree that the Authority, including the National Council chaired by the Prime Minister, and the Executive Committee under its coordination, have worked sensitively in risk reduction.’

According to Home Minister Lekhak, reconstruction and rehabilitation work has been taken forward according to the details of the structures damaged by the earthquake that hit Doti, Bajhang, Bajura and Jajarkot.

He is heading towards Jajarkot to understand the structure of the Authority and the situation there. He today handed over the provincial emergency warehouse located in Birendranagar Municipality-7, Surkhet, Itram to Karnali Provincial Government Chief Minister Yamalal Kandel in writing.

At the ‘Provincial Emergency Warehouse Handover’ program, Karnali Provincial Government Chief Minister Kandel expressed the view that the central government should be ready to transfer not only the structure but also the related bodies and related rights.

He stressed that it took seven years to hand over the emergency warehouse and that the federal government should also manage the necessary budget along with the transferred structure. Bhishma Kumar Bhusal, Executive Chief of the National Disaster Risk Reduction and Management Authority, said that the responsibility of mobilizing humanitarian aid materials had previously been given to the Ministry of Home Affairs.

After the country went federal, the National Disaster Risk Reduction and Management Act specified the role of all levels of government in overall disaster management, and now the authority of management has been decentralized to ensure that such emergency aid materials reach the disaster-affected areas as soon as possible, he said.
