Kathmandu. The National Planning Commission has extended the deadline for submitting proposals for projects and programs to be implemented under federal supplementary and special grants in the upcoming fiscal year 2082/83.
The commission has stated that provinces and local levels can submit proposals for grants under these headings by mid-Falgun.
Earlier, the commission had issued a circular to all provinces and local levels asking them to submit proposals for supplementary and special grants by Falgun 15. However, the commission has stated that the deadline had to be extended after the number of proposals received during that period was lower than expected.
‘The number of participants who should have participated was not as high as expected.’ Not only the municipalities but also the provinces did not receive the expected proposals. That is why the deadline has been extended, said Harisharan Pudasaini, spokesperson of the commission.
In previous years, the commission had sought proposals for supplementary and special grants by mid-December. But this time, due to the delay in amending the supplementary and special grant procedures, the deadline for requesting proposals for plans and programs has been pushed back by about one and a half months.
The previous arrangement where the federation would contribute 50 percent of the supplementary grant and the remaining 50 percent would be borne by the respective provincial and local levels has been amended to provide for a provision that would have to be borne from 20 to 80 percent based on the classification of municipalities.
The Special Grant Procedure, 2081, specifies the cost of plans and programs when providing grants under this heading. The cost of the project or program to be implemented by the rural municipality or municipality should be between Rs. 2.5 million and Rs. 30 million.
Similarly, the cost estimate for the project or program to be implemented by the sub-metropolitan city and metropolitan city has been set at a minimum of Rs. 2.5 million to a maximum of Rs. 50 million.
The total cost estimate for the project or program to be implemented by the provincial government under the federal special grant has been set at Rs. 50 million to Rs. 100 million. The procedure states that infrastructure projects under special grants should be completed within three years and other programs should be completed annually.
Similarly, according to the Supplementary Grant Procedure, 2081, rural municipalities or municipalities can request grants from the federal government for projects and programs costing between Rs. 10 million and Rs. 70 million.
Similarly, sub-metropolitan cities and metropolitan cities can submit proposals for projects costing between Rs. 30 million and Rs. 150 million, and provinces can submit proposals for projects costing between Rs. 100 million and Rs. 300 million.
Provinces and local levels can submit proposals for supplementary and special grants only through the online system. Similarly, the commission has stated that the procedures and documents specified in the procedure have been made mandatory while submitting proposals for obtaining grants for such projects and programs.
According to the procedure, in order to obtain grants under these titles, a feasibility study, drawing, design, and detailed cost estimate of the project must be submitted.
Similarly, documents including an environmental study report are required. In order to demand grants, in the case of local levels, a decision must be made by the concerned executive and in the case of provinces, a decision must be made by the Council of Ministers of the provincial government on the recommendation of the concerned Provincial Planning Commission.
