Digital technology is becoming easier in the administration of justice

Both the disputing parties were called and discussed in the Judicial Committee. After both parties agreed to release the land, a document was drawn up to ensure that both parties would win, said Laxmi Rana, Head of the Legal Affairs Branch of Tulsipur Sub-metropolitan City.

The service recipients say that the use of technology by the Sub-metropolitan City has made the service faster and easier. A woman from Tulsipur Sub-metropolitan City-5 filed a complaint with the Judicial Committee of the Sub-metropolitan City, stating that her family members were not allowed to eat with her as she was not respected.

The Judicial Committee called her and her family to understand. After the first round of discussions did not reach any conclusion, they were informed via SMS when they were called for the second round of discussions and the case was settled in a win-win situation for both parties.

She said that she got speedy justice due to the use of digital technology in the municipality. The Sub-metropolitan City had issued the Statistics Act on April 10, 2078.

Tulsipur Sub-metropolitan City Mayor Tikaram Khadka informed that preparations for the campaign to create a technology-enabled municipality have been completed in the budget for the fiscal year 2081/82. After the digital system was started in the education, registration, and planning budgets, the trend of receiving service facilities by giving incorrect data has completely stopped.

The municipality has stated that after the implementation of the formula system, the trend of adding after the planning budget has stopped. The municipality also has complete demographic details.

All types of services flowing from the city have started to be converted to online technology. The integrated data system has been systematized and record management and information flow have been made more effective.

The service started from Ward No. 6 is also being tested by other wards. In line with the policy of making the sub-metropolitan city paperless, the work of e-recommendation has started from Ward No. 6.

Ward President Dujman Bhandari said that now citizens can easily obtain any document they need from their mobile after completing the process online.

‘For the e-recommendation service, the service can be availed by going to the mobile Play Store and downloading the ‘Tulsipur SMS application’,’ he said, ‘Service recipients can avail all the services they need online except for registration (birth certificate, marriage registration, migration, death registration).’

Ward Chairman Bhandari said that this service will help in the campaign to make the municipality paperless and save the time of the citizens.

Sub-metropolitan City Information Technology Officer Sabin KC said that to avail the e-recommendation service, one must first download the mobile app and after downloading and registering, one can submit an application by uploading the required documents to get the desired recommendation.

According to Information Technology Officer KC, 34 types of recommendations provided by the ward can be obtained online for the time being. In the fiscal year 2080/81, there were 90 cases that came under his responsibility. Out of 26 cases registered in this fiscal year, eight have been settled and 18 are in process, informed Sub-metropolitan City Deputy Mayor Syani Chaudhary.

She said that the number of repetitions is less when working with the data system, and the cases are resolved quickly. She said that it is easy to maintain data and the data system has had a positive impact on the administration of justice.

As the administration of justice becomes more effective, the citizens’ trust in it has also increased. Recently, since victims’ complaints are being received online, the hassle of having to come to the ward or municipality to file a complaint has been reduced. She said that citizens are happy as it saves time and money.

Similarly, Rameshree Singh of Suddhodhan Rural Municipality-4 in Rupandehi district said that she can know the activities of the ward and municipality with the help of a mobile app.

She said that it has become easier after the judicial committee in the municipality started receiving applications and disseminating information online. She said that she can find out about all the programs of the municipality through the mobile app. She said that it has become easier to receive all the services of the municipality by sitting at home after becoming technology-friendly. The judicial committee of the rural municipality has been settling disputes.

Municipality Vice-Chairman Shantadevi Gyawali informed that eight disputes were registered in the fiscal year 2081/82. She said that the applications for complaints received by the judicial committee are being received online.

According to Ishwori Neupane, Information Technology Officer of Suddhodana Rural Municipality, the program run with the support of the UK Government under the Asia Foundation Nepal for Development Statistics Project has helped in e-recommendations, which has made it easier to work in the municipality.

Now the obligation to go to the ward even to submit a small application has been removed. When coming to the municipality, it was a hassle to have to go to each branch, now it has become easier because all the branches are included. She said that they have created ‘IDs’ for all the branches and worked through an integrated information management system. Rural Municipality Chairman Bishnu Prasad Basyal informed that e-recommendation has been started in the digital program.

According to him, the work has been taken forward by launching a paperless campaign. He said that the work has been taken forward by appointing volunteers in all wards for digital services and since it is the time for technology, a technology-friendly municipality has been started.

He said that the work was started with the aim of providing services to citizens living in the country and abroad. After the implementation of IDMS, it has become much easier to work.

Lumbini Province Chief of Asia Foundation Govinda Basnet said that Tulsipur Sub-metropolitan City and Suddhodhan Rural Municipality have taken forward work such as digital attendance, mobile app, e-recommendation, website creation, use of computers and internet with the aim of making their services smart.

He says that if digital technology works, services can be provided to service recipients in a faster and more reliable manner. He says that if all municipalities across the country can be converted to digital technology, the efficiency of public representatives and employees will also increase.

Arjun Adhikari, a legal practitioner from Dang, said that if the justice services provided by the municipality are linked to technology, it will be faster to receive and provide services.

He said that linking services with technology will also help in maintaining transparency and good governance. He believes that it will be easier to formulate plans based on data and evidence and to provide services to the real and targeted community.
