‘Digital governance’ is essential for economic development

Kathmandu. Stakeholders have said that digital governance is essential for the country’s economic development. At the ‘TechGov Nepal, 2025’ program organized here on Sunday evening, experts emphasized that digital governance should be for economic development, good governance, effective service delivery, as well as social inclusion.

Information technology expert Manohar Bhattarai said that digital governance is essential for the country’s development and stressed that it should help in economic development. ‘Digital governance is not just about it, it should help in economic development, through it employment should be created, it should be able to bring innovation in the development of sectors including agriculture and tourism,’ he said. He also mentioned that it will also help in social inclusion by establishing access to basic sectors including education and health for all.

He said that for the full implementation of digital governance, strong commitment from the political level is required, from comprehensive policy formulation to its implementation. ‘The need for digital governance does not just happen by feeling it, it requires commitment from political leadership and this should be reflected in the policy formulation and even in the budget, a clear framework is needed for its implementation,’ he said. Dipesh Bist, Chief Executive Officer of the e-Governance Board, said that digital governance is a political issue. He mentioned that since digital governance is related to good governance as well as economic development, political commitment is necessary for its implementation.

‘When data starts flowing, service recipients will have to travel less, and the obligation to submit data repeatedly to avail the same service will be removed, and effective service delivery can be provided in less time,’ he said. He said that a data exchange platform is necessary for this. He discussed the contribution made by countries including Estonia to the country’s economic development through digital transformation and informed that it is also possible in Nepal. Praveen Subedi, an expert in information technology-related law, said that those going for foreign employment need to know about e-governance. ‘The Department of Foreign Employment is providing various types of services targeting those going for foreign employment through e-governance, so they need to be well informed about it,’ he said. Bhandari had discussed digital governance and informed about the achievements of the board. He said that a blueprint has been prepared as a roadmap for e-governance and it is currently under discussion.

The role of media is important

During a group discussion organized on the same occasion, speakers said that the role of media would be important in the development and implementation of digital governance. Ramesh Sharma Paudya, Director General of the Department of Information Technology, informed that the media will have an important role as it is a medium to provide information to the grassroots level about digital governance and other services launched by the government. “The government should provide all its services to the citizens through the media, and it is also the duty of the media to provide information about the services in simple and easy-to-understand language,” he said.

He believed that the role of the media would be important in connecting the government, businesses and citizens in digital governance. Nirmala Sharma, President of the Federation of Nepali Journalists, said that it is the media’s job to provide information about digital governance and stressed that media personnel should be informed about it. “Journalists themselves should be aware of this, in some cases, orientation is necessary for media personnel,” she said.

Senior journalist Babita Basnet said that there is an emphasis on strengthening digital literacy to maintain digital governance.
