Ruling the country through ordinances is the starting point of authoritarianism: Shekhar Koirala

Kathmandu. Nepali Congress leader Dr. Shekhar Koirala has said that running the country through ordinances is the starting point of autocracy. Speaking at a program organized in Bhaktapur on Monday, he said this.

He said that the culture of the Nepali Congress is not to run the country through ordinances. He informed that in a democracy, laws and regulations should be made through the parliament as much as possible. He said that a two-thirds government does not need an ordinance.

He informed that although he was the first person to say that a government of Nepali Congress and UML should be formed, there would be a fear of autocracy when there is a government of two big parties. He said that if the Nepali Congress does not have the courage to call wrong wrong, then its legitimacy will be lost.

Leader Koirala said that the ordinance should be brought only when the government is unable to function. He informed that nothing can be done if the land ordinance is passed as it is.
