National Assembly meeting: Ships (Operation and Management) Bill presented

Kathmandu. Minister for Physical Infrastructure and Transport Devendra Dahal presented the Ships (Operation and Management) Bill-2081 in today’s meeting of the National Assembly.

He said that although the United Nations Convention on the Law of the Sea, 1982, ensures equal rights not only for coastal countries but also for landlocked countries at sea, dozens of international conventions have been implemented after the enactment of the Ship Registration Act, 2027.

He mentioned that since the provisions of those conventions are not covered by the said Act, it is not possible to register Nepali flagged ships.

He said that there is no need to register Nepali flagged ships at sea. The bill was introduced because it was seen that many Nepalis were working on ships of various countries, and it was seen that it was necessary to cover issues such as seaman’s books, seaman’s identity cards, training and health checks for those workers, and that it was seen that it was necessary to promote internal water transport by arranging for the registration and regulation of vessels of various capacities, as vessels of various capacities were operating in various rivers and lakes within Nepal.
