Kathmandu. Finance Minister Bishnu Poudel has informed that the construction entrepreneurs have fulfilled their claims for payment made in due time. He gave this information while speaking at the second annual general meeting of the Women Economic Journalists Association (FEJA) today (Magh 20).
He said that although the external indicators of the economy are positive, they have not been able to make satisfactory progress internally. He said, ‘The country’s economy has been under pressure for a long time. If the Rastra Bank had not imposed import restrictions, the external indicators of the economy would also have been negative. But as long as there was import restrictions. At that time, there was no shortage of communities in the market who had imposed restrictions. This fact should be taken into account to analyze the impact of the recession.’
Finance Minister Poudel emphasized that it is necessary to delve into the why and how of capital expenditure and emphasized the need to increase the capacity of capital expenditure by collectively reforming the Public Procurement Act, Environment Act, and Forest Act. He mentioned that capital expenditure has improved compared to last year.
Finance Minister Poudel stated that last year’s payment of construction entrepreneurs was a significant amount of payment. ‘This government was on the shoulders of the government, including last year’s payment, when it was formed. The amount that was to be paid last year was transferred this year. Therefore, the government and the relevant ministries have done their homework in order to manage the payment liability,’ he added. ‘The amount claimed in accordance with the law has been paid. Now, after completing the previous year’s payment, if someone asks for it properly, they can get it easily. The issue of payment liability was yesterday’s issue. The government has come out of that liability.’
He admitted that it is true that a significant portion of bank lending has been invested in this sector in the context of real estate. Stating that this is not being implemented, its impact is being felt on the entire economy, he said that the responsibility will not be fulfilled by criticizing only real estate traders and businessmen.
