Kathmandu. Prime Minister KP Sharma Oli has directed the Ministry of Health and Population to formulate an action plan for reform as soon as possible based on the report of the Health Insurance Reform Suggestions Task Force. After receiving a briefing on the report and suggestions of the task force at the Prime Minister’s residence today, Prime Minister Oli said that citizens should be educated with the goal of making Nepal healthy and that there should be no situation where people cannot receive treatment due to lack of funds if they fall ill.
He asked the ministry to bring an action plan within a week to make the program practical by changing the status quo as suggested by the task force. Minister for Health and Population Pradeep Poudel, Task Force Coordinator Dr. Shambhu Acharya, members Dr. Bhagwan Koirala, Dr. Raghuram Kafle and Member Secretary Dr. Saroj Sharma had briefed Prime Minister Oli on the need for policy, legal and structural changes in the health insurance program. Currently, about Rs 11 billion is yet to be paid under this program.
The task force has suggested that 27 percent of the total population is enrolled in the program and 48 percent of those enrolled have received services, and that all citizens should be required to participate in the program and that health services should be free for all citizens below the absolute poverty line. The task force has also suggested integrating this program with basic health care and other social security fund programs. The task force submitted its report to the ministry on December 14.
